A blade-less, non mechanical wind turbine concept being tested

Installed at the Delft University of Technology is a prototype of the new type of wind turbine.

Developed by the Electrical Engineering, Mathematics and Computer Science faculty at Delft

They call it the EWICON (Electrostatic Wind Energy Converter).

This video explains how it works in theory.

I have a few technical problems with this design which the developers may have already covered, but when you are trying to shoot electrons out of something, generally the electrodes need to be clean and anyone who has solar panels can tell you it's hard to keep stuff that is outside clean.

And it uses water, another resource we don't want to waste. It's possible they are considering other substances such as CO2 emissions from manufacturing or something. I don't know if it has to be water held electrons or it could be any substance.
