Here is a CNN report talking about how, with a little skill and a few hundred dollars of equipment, hackers can use smart meters to increase electric bills or shut off power to one, one-thousand, or one million people.

Massive blackouts are possible, tests have shown.

A hacker could cause demand to go up and down in a massive way to destabilize the grid in one area, and that could cause other areas to also black out.
