Another circuit using a 555 timer. All of these I posted can be used as an example for making your own.

With this one it may be hard to adjust the on and off voltages to something you want.

Here's another one. This one uses a 555 timer for a delay and has two sections, one for high voltage and one for low.

It's not actually a dump load controller, but each section is described and you can get ideas from this for your own circuit using just the high voltage detector to trigger the 555 timer.

Why do you need the delay? To drain the battery down to a lower voltage so when the relay opens the voltage doesn't go right back up almost instantly and trigger it again.

You would probably want to use a LM324 or LM311 instead of the LM741, and you need to supply it with some kind of regulated power, maybe a 7812 or something.

Since it's for solar panels what it does is divert power to a secondary load (like a heater) when the normal charge controller disconnects the battery because it's fully charged.

It does give good ideas for building your own. Personally, I would add a cap in there to prevent it from cycling too fast. You could try sizing the load so that the PV doesn't drop lower than the on setting, but what about when the sun starts going down?

Here's a schematic for a simple dump load controller I found. You have to click on the link below to see the jpg image file.
